ICCBA Questionnaire for Candidates for Election as Judges of the International Criminal Court – 2026
The International Criminal Court Bar Association (ICCBA) was established in June 2016 as the independent representative body of counsel practising before the International Criminal Court (ICC). At its eighteenth session, the Assembly of States Parties (ASP) formally recognised the ICCBA as the sole independent representative body of counsel in accordance with Rule 20(3) of the Rules of Procedure and Evidence.
As part of its mandate to promote the fair and effective administration of justice before the Court, the Executive Council of the ICCBA decided to invite all candidates for election as judges of the International Criminal Court to complete a written questionnaire in either English or French. The purpose of the questionnaire is to assist States Parties and other stakeholders by providing additional information regarding each candidate's professional experience, qualifications, and views on issues of particular importance to the work of the Court.
The questionnaire covered a broad range of topics, including judicial experience, independence and impartiality, courtroom practice, international criminal law, the rights of the defence, equality of arms, legal aid, victims' participation, judicial ethics, workplace culture, and the use of emerging technologies such as artificial intelligence in judicial proceedings. The questionnaire is intended to promote transparency and to assist States Parties in making informed decisions during the judicial election process.
